This Transitional Test Method sets out a measurement methodology that can be freely used by manufacturers and importers of electronic displays to assess compliance with two recent European regulations:

Commission Regulation (EU) 2019/2021 of 1 October 2019, pursuant to Directive 2009/125/EC, laying down ecodesign requirements for electronic displays entered into force on 25 December 2019 and will start to apply from 1 March 2021; and

Commission Delegated Regulation (EU) 2019/2013 of 11 March 2019 supplementing Regulation (EU) 2017/1369 of the European Parliament and of the Council with regard to energy labelling of electronic displays entered into force on 25 December 2019 and will start to apply from 1 March 2021, with an early start date of 1 November 2020 for supplying rescaled labels.

These two regulations require manufacturers to determine the energy performance, energy label class, information sheet and other requirements contained therein. The Transitional Test Method posted on this page provides guidance to manufacturers and other stakeholders on how to demonstrate compliance or assess conformity to those regulatory requirements.
