In November 2019, Energy Efficiency Services Limited (EESL), an energy service company set up under India’s Ministry of Power, published a series of inspection manuals to guide bulk procurements for five product categories: electric motors, LED street light fixtures, room air conditioners, smart meters, and submersible water pumps.
The inspection manuals target a critical link in market transformation, ensuring that government purchases support demand for high-quality, energy-efficient products in compliance with bulk procurement requirements. CLASP’s P.K. Mukherjee was the lead author of the inspection manuals, which were developed for use by EESL field officers across India.
The inspection manuals are intended to ensure compliance with EESL bid specifications, protecting the interests of both the buyer and the end consumer and supporting the credibility of EESL’s bulk purchase program. The manuals include:
- Guidelines and step-by-step procedures for bid evaluation, pre-delivery, and post-delivery verification and inspection
- A sampling methodology for type, acceptance and routine tests
- Guidance on the levels of control required of manufacturers at the component level and for the finished product
- Sample test reports to support uniform reporting
MANUAL FOR TESTING AND INSPECTION OF ELECTRIC MOTORS
This manual presents criteria to ensure the quality of electric motors. It addresses three-phase squirrel cage totally enclosed induction motors in 2, 4, 6 or 8 poles having output ratings from 0.12 kW to 1000 kW, rated voltage up to and including 1000 V and rated frequency of 50 Hz. This is applicable to electric motors covered under the scope of Indian Standard 12615.
MANUAL FOR TESTING AND INSPECTION OF LED STREET LIGHTING LUMINAIRES
This manual presents criteria to ensure the quality of LED street lighting luminaires. It addresses models suitable for outdoor use on direct current supplies up to 250 V or on alternating current up to 1,000 V at 50 Hz. This is applicable to LED street lighting luminaires covered under the scope of Indian Standard 16107 (Part 2/Section 2).
MANUAL FOR TESTING AND INSPECTION OF AC STATIC DIRECT-CONNECTED AND TRANSFORMER-OPERATED SMART METERS
This manual presents criteria to ensure the quality of AC static direct-connected and transformer operated smart meters. It applies to smart meters covered under the scope of Indian Standard 16444 (Parts 1 and 2).
MANUAL FOR TESTING AND INSPECTION OF ROOM AIR CONDITIONERS
This manual presents criteria to ensure the quality of room air conditioners. It addresses single split non-ducted air conditioning units that are floor, ceiling or wall mounted, with fixed or variable speed capacity for cooling only, rated up to and including 11 kW, 250 V, 50 Hz for both fixed-speed and variable-speed units. This is applicable to room air conditioners covered under the scope of Indian Standard 1391 (Part 2).
MANUAL FOR TESTING AND INSPECTION OF SUBMERSIBLE PUMPS
This manual presents criteria to ensure the quality of submersible pump-sets commonly used in bore wells, tube wells and open wells for handling clear, cold water. It addresses submersible pump-sets with rated voltage up to and including 415 V for three phase pumps and 240 V for single phase, 50 Hz AC, and rated output of 22.2 kW and 2.2 kW for three phase and single phase pumps, respectively. This is applicable to pumps covered under the scope of Indian Standard 8034.
